The newspaper “Commersant” writes that it is serious blow on exclusive system of sales of the federal lands built by the head of Fund of assistance to housing construction development (PGS) Alexander Braverman.

The fund RGS selling the state lands to builders was created two years ago at the initiative of the president of the Russian Federation Dmitry Medvedev. Earlier the moratorium concerning the city lands and lands adjoining to settlements that are in conducting of federal institutions operated: FSE, institutes, the agricultural lands, a part of the lands used by the Minister of Defense (excepting objects of liberated military property), etc.
The present decision partially removes this moratorium “with a view of maintenance of increase in incomes of the federal budget from sale of property being in the federal property in 2010-2011”, the balance holders of which are four FSE — the Federal computer centre of a share and commodity information technology (FT-CENTER), “Resurs”, “Firm “Melody” and “Beresta”.

According to the source close to “Rosimushestvo”, FT-CENTER is one of the largest FSE created specially for accumulation of the state assets of a property complex. Buying the objects of the real estate at the FT-CENTER, the buyer automatically gets the rights of the repayment at the state the ground areas located under structures for a reduced price (such possibility will remain as early as two years). “It is enough telling blow on Alexander Braverman’s ambitions as he actually monopolizing the market of lands selling fixed for FSE”, — the interlocutor of the edition marks.
And the head of the Fund RGS Alexander Braverman does not see in that event the threat for the system of sales of the state lands created by him. “We speak not about moratorium removal, — he says. — The chairman of the government of the Russian Federation has exercised the right on cancellation of the moratorium concerning the separate enterprises”.
